cannot access Help resources.asp not found

I cannot access help all but Video finder ,
Message board,
Product Support,
bug report dialog shows I don't know if it actually works,
News and updates,
Check for new version.
Everything else goes nowhere.
If I am in expression builder I get nothing for help. I tried to download a full version of Build 4981 and I found that if I click on the installation button where it says "Open gettting Started Page In My Browser" I get an error message telling me that alphaanywhere Resources.Asp cannot be found. Great now what?
First you think there is some insidous virus on your computer. Then you become convinced it an error caused by some arcane windows 10 security feature hard to say. Where do I begin on this one
any help would be appreciated. may be I should reinstall an older version than 4981.

I'm not clear on what you are trying to do. Are you trying to access the documentation?

Thank you for responding. I am trying to access the items listed in the Help menu in alpha as well as in all the dialogs in Alpha. when I click on any help nothing happens except for the above mentioned. I got an error message referring to Resource.asp which has something to do with a server. I don't know why this is happening I have been going to just help in Video finder so I don't know when it started. I know there was a statment also during Install about Microsoft II something. which I bypassed or ignored to continue loading. I don't have the Microsoft II server anymore.

If you are running Win 10, run Alpha as Administrator.
